Disadvantages of “Made in China”Made Fire-truck Purchasing Mostly Imported

www.chinaspv.com: It is learned that recently due to arrival of hot summer and natural disaster, fire-truck purchasing is getting hotter. However, imported fire-trucks are the majority, which can be seen from imported fire-truck bidding for three big projects in only a month.
Different factors, including performance of fire-truck, habits of purchase agent and influence of competitive environment, result in a long way to take for abandoning fire-truck importing situation.
Even though our country calls for domestic products of government purchasing projects, fire-truck purchasing project includes lots of imported vehicles. Recently, Guangxi Fire-fighting Team plans to purchase 143 fire-trucks as their fire-fighting equipments. Such huge batch of purchasing does not exclude overseas fire-trucks only with necessary letter of authorization. Imported equipments must be purchased from manufacturers or A-level agents with essential assorted introduction and operational manual in Chinese.
Since June of 2013, purchasing center of Guangdong government has been entrusted by Guangdong Police Fire-fighting Team to purchase two batches of fire-trucks for all the fire-fighting detachments with budge amount of over 50 million Yuan. Within these two batches of purchasing, there are clear requirements of partial imported products in the bidding documents.
Coincidentally, a recent purchased fire-truck is also imported in Zaoyang city of Hubei province. Official of Zaoyang government purchasing center said, “As the purchasing executive of our government, we indeed hope to support our national enterprises by governmental purchasing. Nevertheless, buyer required that fire-truck is special vehicle with no limitation of importing bidding.”
Why imported fire-trucks are so common? Performance and quality are the main reasons. Researchers in Shanghai Institute of Disaster Prevention and Relief said, “So far, various fire-fighting vehicles can be made in China certified to national standard. But compared with foreign products, ours still can not be competed with them in continuous fire-fighting performance and stability. And their price of over 1 million Yuan or 10 million Yuan makes it more worthless buying if they are out of normal function or good operation. When there is disaster, it can influence the relief.”
Apart from what mentioned above, inspection problems are also hindering exclusion of import in fire-truck purchasing. Some official of governmental purchasing center expressed his helpless feeling, “Buyers of fire-truck are mainly different police departments of provinces in military establishment.”
